The bug is fixed with that upload:

That feature works fine with totem-xine on my feisty desktop and not
with totem-gstreamer

Thanks for your bug report. Confirmed. Fullscreen switching works for me
only if there's no video running. Nothing in .xsession-errors, no
--debug output.
Somebody of the team should forward this upstream.
