Some updates added this month (Jan 2016) add a timer so you get a less
"trigger happy" behaviour if the interface is slow in coming up.
Currently in the GIT version, but hopefully this will be in a release
version 5.15 some time soon.

Just fyi, the network device check does not check if the interface is up
but if the interface receives data, as you can see from the log:
syslog:Jun 10 11:57:38 black watchdog[9686]: device eth0 did not receive
anything since last check
