I'm not sure. I have not done a clean install of Xubuntu since 7.10 (gutsy). Given that the workaround is provided above (install yelp), I would guess that it's a matter of the appropriate package dependency being added. The final comment in bug #75188 seems to indicate a reticence to add yelp as
