If I understand correctly you have yelp installed and still the Help button in
gnome-app-install doesn't show the help, while the problem for the original bug
reporter was solved by installing yelp. So please open a new bug report since
it does not appear to be the same issue.

I have just checked, and I do have yelp installed too.

Bug #75188 you mentioned and bug #78287 mentioned in the comment have been
fixed by adding a yelp Recommends.
Recommends are installed by default since Ubuntu 8.10 (Intrepid), so I believe
gnome-app-install needs a yelp Recommends too.

I'm not sure. I have not done a clean install of Xubuntu since 7.10
(gutsy).
Given that the workaround is provided above (install yelp), I would
guess that it's a matter of the appropriate package dependency being
added. The final comment in bug #75188 seems to indicate a reticence to
add yelp as
FactTech,

It shouldn't be that much and its perfectly safe, I wrote the help file
of gnome-app-install and its docbook xml. Since XFCE doesn't have a help
file reader that reads docbook,it will definitely not run on XFCE unless
you do install Yelp.

Got the above concern answered on #ubuntu and added the yelp package
with all dependencies. Problem is fixed!
Is there anything I should do to notify the Xfce or Xubuntu people so it
can get a patch or be fixed in the next release?

Is this a safe thing to do on Xubuntu? There appear to be a large number of
GNOME-related packages that the yelp package is dependent on. Xubuntu uses Xfce.

Thanks for your bug report.
This looks similar to bug #75188.
