Vitaliy Kulikov, this bug was reported a while ago and there hasn't been
any activity in it recently. We were wondering if this is still an
issue? If so, could you please test for this with the latest development
release of Ubuntu? ISO images are available from
http://cdimage.ubuntu.com/daily-live/
Reproducible on Dell Latitude E6510, Ubuntu 12.04. WiFi is not visible
to mobile device.

I have the same problem with Quantal on a Toshiba Satellite U305-S2812.
None of my devices can detect or connect to the hotspot.

I can confirm this too. Using Intel Corporation PRO/Wireless 4965 AGN and
trying to join an Ad-Hoc network. Other hw works fine.
Main symptom is this in dmesg:
