CPU_FREQ support is broken for OMAP 3 a
linux-linaro-2.6.39 does not have DVFS Framework itself. So cpufreq is
not expected to work on 2.6.39 linaro kernel.
I applied this patch against 2.6.38 linaro kernel and I do see that l3
clock is properly scaling when I change mpu frequency via cpufreq sysfs
entries.
Note that bogomips does not

The patches applied to Nico's tree have been rejected upstream. They should
work for OMAP3, but for OMAP4 it only supports MPU scaling.
