This seems to still be an issue. For instance, when I launch the System
Settings dialog on my laptop (1360x768), the window extends below the
bottom of my screen such that I can't see the "Users" icon. This
window, as far as I can tell, is not resizable or maximizable, and no
scroll bar is create

A window and all its borders should be displayed in 100% on a user's
screen without "otherwise" resizeability. In Windows95 17 years ago
there were no such problems! Where is the progress? Some users as my

Unity showing the lower part of a big window on another viewport is not
a bug. The bug is that some windows which are otherwise resizable to
smaller than the desktop are defaulting to larger than the desktop.

The last screenshot I attached to this bug report was made from the
newest virgin Ubuntu 12.04 without any touch of GNOME. The problem
didn't existed till the 11.04 release with UNITY environment. Unity
shows lower part of a big window in an another work space as shown on
the last screenshot.

This might be an issue with gnome or particular applications, however
until that is known for sure we should treat it as a window management
(compiz) bug.
