My problem was similar to AAK's: no handles. Worse: scrolling in trees
and lists would leave little ghost scrollbars all over the place.
Solved by uninstalling the package :(.

My problem seems to be the opposite in that I have no problem clicking
the markers, but the scrollbar handle never appears. As a result, I can
only vertically scroll with my mouse's scroll-wheel and horizontally
scroll only by highlighting lines past the current view.
