No Omer, the bug you linked is about a different feature.
This is a bug in the New Wave theme which should add special rules for the
unity panel.

Its a theming problem. The theme should set the appropriate colour for
foreground text.
I'm not very much sure about themes, so I'm not closing this bug right
now, but I'm 90% sure its a problem with the theme.
