the issue is an indicator-appmenu one, there is already a bug tracking
emacs issue and it got blocked from menu export for natty since some of
those issues are not solved yet

it seems that a recent upgrade that the emacs23 menus do not show anymore in
the window header like for other
apps. now the contextual/mode menus are back
