It should as it no more needs the lemon parser generator since 2.5
(never packaged for Debian/Ubuntu) which caused the FTBFS. See the
Debian changelog entry:
* NetSurf no longer requires lemon to build (Closes: #574299)

AFAICS packaging a new upstream version would solve that issue, too, but
would need packaging quite some new libraries, too.
