Just to clarify, you are able to choose another keybinding from the configuration wizard on first start, correct? We (the Tilda devs) did not set the default browser to iceweasel (it is firefox in the source). If Ubuntu wants to change it, that is their packager's problem. It is a simple one-line

It's stated in the upstream bug report that 0.9.5 will nag the user to set a keybinding if the default can't be grabbed; this won't be a good solution for Ubuntu as long as the default is still None + F1, since we don't want to nag the user on first run, but instead set a sensible default that will

Thanks for taking the time to report this bug. The key for hiding and showing tilda can be changed by right clicking tilda -> Preferences -> Keybindings. I edited the bug description to reflect that a gui exists for editing the default key. I agree with you that None+F1 is not a good default key.
