There was no specific way to reproduce it, but it isn't appearing anymore.

On upgrade: apt-get keept back 2 packages (is this my apt fault?):
libunity-2d-private0 and unity-2d-launcher but installed the rest. This

I found a workaround for this bug:
Installed the package 2d-desktop-settings, then in System Settings > 2D-Dekstop
Settings I marked the Auto Hide option. The bug disappeared (so far, I
installed this package on 2011-07-23, so I think it really fixed this bug but I
have no proof).

version of Unity 2D and see if the problem still occurs? You can find it

As Jon described it sticks on the desktop, really can't do anything with
it, only to use applications in windowed mode.
