gnome-cups-manager has been removed since Ubuntu 8.10 and has been replaced by
system-config-printer, therefore we are closing this bug report as invalid.
Feel free to reopen if you still have this problem in Ubuntu 10.04.1 LTS or

I did your tests, and they worked as intended. So I set the printout
mode option using the CUPS web interface, and the printer is now
printing grayscale as intended.
So this is definitely a gnome-cups-manager problem.

I have done the following quick test (to exclude CUPS and any setup
frontend) and it works for me:
foomatic-ppdfile -p HP-DeskJet_952C > x.ppd
foomatic-rip --debug --ppd=x.ppd -o PrintoutMode=Draft.Gray <
/usr/share/cups/data/testprint.ps > x
foomatic-rip --debug --ppd=x.ppd -o PrintoutMode=Draft
I changed the package to hpijs but it could also be foomatic-db-hpijs (I
can't really see the difference, hpijs seems to be the driver itself and
foomatic-db-hpijs the CUPS part of it)

Can you tell me what's the driver used for your printer ?
It will help to correctly assign the bug to the right package.
It's in the printer properties at the bottom of the Driver tab.
