Just want to post my two cents about this. I ran into the same issue
with an out-of-the-box install of Xubuntu 6.10 with all updates as of
Jan 30, 2007.
I realize that the symptom is the result of a missing package, but it
seems like this package is almost universally desirable. Why isn't it

Seems like you don't have libc-dev and libc6-dev installed. Are you sure
you did install build-essential?
