This appears to have disappeared during one of the regular updates to
Ubuntu 21.04. A likely candidate is linux-image-3.2.0-31-generic-pae

I can confirm that this problem exists with Ubuntu 12.04 up to date as
of today. I don't recall it happening right after upgrading from 11.10,
but after one of the subsequent updates. Unfortunatelly, I neglected
the most important item of noting after which update it occurred.
