This bug is fixed with dbconfig-common 1.8.34 version. Need to wait for
release as feisty backport package or for gutsy where this package is
already available.

I also can confirm, dbconfig-common does not create database.
This bug also affects all packages that depends on dbconfig-common and in fact
it's dbconfig-common bug.
