Public bug reported: This issue I believe has been happening since 9.10 (usually the first time I try to suspend after an update that requires a restart), but now it happens every time I try to suspend. The bug can be reproduced in my case by trying to suspend with Fn+F4 (I normally do not use the menu). When this happens, the screen turns black, the mouse light on my portable mouse goes off (indicating the USB ports are closed), and the moon light at the right end of the array of lights begins blinking ad infinitum. Unlike in a normal suspend, there is no beep where the moon light remains fully lit and the computer has finished suspending. The only way to end this is by hard powering-off the computer.
Previously, I had determined that this issue only occurred when the ATI TV Wonder 600 was plugged into a USB port. Then, later, as I mentioned, it began happening on the first boot after an update required a restart, and just this past day it has happened every single time I try to suspend.
