I just tested seahorse 9.6.0 and it appears both of these problems are
fixed.
Any chance for an update to fix these problems?

After a little more digging, it appears to be /usr/bin/seahorse-tool
that is broke. I can call it directly from the command like and get the
same behavior as described above.

I just tested the gedit plugins for seahorse and both signing and
encrypting work fine.
