Seems fixed in Karmic. I can see the plugin in the about:plugins page.
The shared object file is installed as
/usr/lib/netscape/plugins-libc6/nsdejavu.so
Closing as fix released. If anyone still has this issue, please switch
back to new and provide updated info...

How to make it working from a normal account?

Can confirm this under Gutsy Gibbon. Works only after linking
nsdejavu.so from mozilla-firefox/plugins to firefox/plugins, as
described above. Is anybody still watching this?

I had to do:
sudo ln -s /usr/lib/mozilla-firefox/plugins/nsdejavu.so
/usr/lib/firefox/plugins/nsdejavu.so
i my gutsy install.
I think it is installing the plugin in totally the wrong place, as
nsdejavu.so was the only plugin in /usr/lib/mozilla-firefox/plugins/

I hit this bug also on amd64 edgy
a work around I found here:

if link is bad its just using ld_preload to get the right library loaded
to fix the missing symbol issue
for example:
LD_PRELOAD=/usr/lib/libXt.so.6.0.0 firefox

I also have the same problem on edgy. After installing djvulibre-plugin
from the Synaptic package manager, the djvu stand-alone viewer is
installed, but there is no djvu-plugin installed in Firefox

I've found this on edgy. I get
LoadPlugin: failed to initialize shared library /usr/lib/netscape
/plugins-libc6/nsdejavu.so [/usr/lib/netscape/plugins-libc6/nsdejavu.so:
undefined symbol: XtShellStrings]
when I load firefox via a terminal and do an about:plugins.

I have the same problem in AMD64 Dapper. Launch firefox from a terminal
and you will see the following when djvulibre fails:
