what to do when the checkbox is checked (e.g., ask to start vino
manually or ask to reboot).

I got the same problem.
I think the easiest thing to do to work around this is to go to system -
preferences - startup programs (i hope called that way in English) and enable
the remote desktop there by clicking on the check-box.
