Devscripts has a configuration file that is equivalent to the
environment variables it takes. Probably best to follow that approach.
I'm not mad about configuration through environment variables for
everything, although it obviously makes sense for simple things like
DEBEMAIL. It gets very messy.
test-build system -> environment variable
Ubuntu-development e-mail address -> environment variable
Do we really need a config _file_?
