I did use lastest RC.

Can you check the bug 66774? I guess your report is a duplicate of it.
That bug was fixed, i don't know if the your cd image has the fixed
package.

copy br-abnt2.kmap.gz to /usr/share/keymaps/i386/qwerty/
dpkg-reconfigure console-data
select from architeture-> “qwerty” -> “Brazilian” -> “BR-Latin1″
and now is correct.
