Same problem here: installed Ubuntu 10.10 on USB with startup creator,
got this message almost immediately!
Tried the workaround, so was able to do a clean apt-get upgrade, but still have:
ubuntu@ubuntu:~$ sudo apt-get upgrade

I'm experiencing this issue as well. The suggested workaround worked
very well to get rid the annoying error messages everytime apt-get is
used.

in the beginning of /etc/kernel/postinst.d/zz-update-grub as a naive
workaround.

I believe this is a problem in casper. I believe it is supposed to
modify the livecd to disable update-grub from being run.
