I can confirm this bug. I haven't looked at the source but it seems like
a packaging bug to me. Hmmm... There are no outstanding bugs in upstream
that would indicate the problem happens in Debian, see:

Same problem today with Edgy. Running apt-get install clamav a second
time sucessfully completed the install here:
$ sudo apt-get install -V clamav
Reading package lists... Done
Building dependency tree
Reading state information... Done
The following extra packages will be installed:
clamav-ba
