This question really just means which ttys you want to be affected by
console configuration (Unicode mode and the console font); there is
intentionally no way to configure which ttys are actually available from
the installer. I agree that the question as presented is confusing;

Here is some additional information after I made an installation with
VirtualBox:
1. I used the alternative installation CD (32-Bit).
2. I have choosen "Install a commandline-system" and "Expert mode" in the
installation menu.
3. I selected "Install Ubuntu".
