I suddenly have the same issue on my Samsung X20 XVM 1730 V laptop.
I am almost certain that it worked until a couple of days ago. I haven't
changed the configuration. Has any update changed the
/apps/gnome-power-manager/action_button_suspend recently? Does any process
change that setting?

g-p-m defaults to suspending when you hit the Suspend button now.
