These days, this is solved relatively silently via debconf, without
asking users to do anything, unless they have xcreensaver installed but
no debconf.

I have hit this error and agree with the original post. The error comes
up on a Ubuntu 10.04 to 10.10 upgrade and I have not been able to find
any instructions on how to solve this.

do-release-upgrade -m desktop, although I'm not entirely sure that has
to do with the price of tea in China. It isn't like this message is
unique to this upgrade procedure - Google turns up plenty of other
people and launchpad bugs with this message.
