Just tried to reproduce with yesterday's daily build of Ubuntu 8.04, and
I can confirm that usplash now is visible and the monitor no longer
displays an "out of range" error.

I had usplash not work from a clean install of Xubuntu Gutsy on a
Gateway Solo 9300. When X started the screen would work, but it was
blank for about a minute between grub and login.
Fixed by changing /etc/usplash.conf to
xres=1024
yres=768
and then running
gksudo dpkg-reconfigure usplash

Same problem with Edgy and SiS video. The LCD complains of a 86.6Hz
vertical refresh (its limit is 75).
Dapper used to use too low a resolution and it looked a little ugly.
This is much worse.
I tried work around this by not using usplash, but an update overwrote
Grub's menu.lst and turned it on
The default 'if all else fails' resolution for the ubuntu usplash theme
is 640x400, which is unsupported by my monitor. If I swap the order of
the themes so 640x480 comes first then I get a splash (although it looks
a bit messy -- tested by sudo usplash -c). Will reboot now and test.

Apparently in Edgy, usplash now "uses the resolution of the [splash]
image without checking whether your display supports it". So maybe
there's no image of a suitable size for our screens in the default theme
library?

OK, I found out why it was only working during shutdown. I had linux-386
installed and grub now chooses that kernel to boot if it's installed.
update-initramfs was only updating the ramdrive for the linux-generic
kernel. So after removing the linux-386 kernel, I found that changing
usplash.conf so

The usplash.conf trick didn't work for me. X runs at 1280x1024, and that
was what was originally in /etc/usplash.conf. I tried 1024x768, 800x600,
640x480, and 720x400 (which is what the text console apparently runs
at). I tried doing sudo update-initramfs -u and sudo dpkg-reconfigure

I can confirm this in Edgy on both an old Celeron 300 with a Voodoo
Banshee card and on a P4 with SiS video.
I'm not sure what resolution and refresh rate it's trying to use, but
the first system's monitor is a CRT limited to 800x600 @ 60 Hz. The
second system uses an LCD monitor connected via VG
try usplash.config with
xres=1024
yres=768
than run sudo update-initramfs -u and see if that helps. Let me know,
