hal has an entry that fixes this behaviour for Thinkpads, but I don't
think the table is sufficiently populated.

Confirmed and reproducible. This is a regression from Dapper.
Running xev tells me:
1) When brightness is at maximum, hitting Fn-Home returns keycode 212 only once
2) When brightness is at minimum, hitting Fn-Home causes keycode 212 to be hit
multiple times until the brightness is at maximum.
