Yes, German language support is completely installed. However, I cannot
reproduce this problem since some days. It might have been a
configuration issue.

Can you please check if language support is fully installed for German?
I just tried your example on a German language VM and it worked fine:
$ sudo apt-get install php5
[sudo] password for ubuntu:
