Eric, probably CUPS did not start on boot. this is fixed by an update
for Lucid. Please do a full update and reboot to see whether CUPS starts
correctly then. If not, uninstall plymouth. See bug 554172.

Seeing the samething. Ubuntu 9.10 ver Cups 1.4.1. I noticed the
printers were listed in Cups http://127.0.0.1:631 and Samba.
http://127.0.0.1:901 But when I browsed for the server the shares were
there but Not the printers. I had to restart samba?
