I can confirm that now I can build the xmlrpc-c packages on AMD64:
dpkg-buildpackage -uc -us -rfakeroot
[...]
cd ..
ls *deb
libxmlrpc-c3_1.06.17-0ubuntu2_amd64.deb
libxmlrpc-c3-dev_1.06.17-0ubuntu2_amd64.deb
xml-rpc-api2cpp_1.06.17-0ubuntu2_amd64.deb
xml-rpc-api2txt_1.06.17-0ubuntu2_amd64.
I have uploaded a new version with your suggested fix. Please let me
