I cant say I solve the problem, but I reconfigure keyboard shortcut
volume up now is ALT+U, volume down ALT+DOWN. For now i cant see other
solution. I think system wont recognize my volume switch... :(

I guess that your volume switch works just as a hotkey. But I'm not
sure.
Hotkey handling involves multiple packages. Please take a look at [1],
follow the Step-by-step Troubleshooting and comment back here your
findings to see if we can find the cause.

I have a volume switch, it have round shape.
1. I rotate my switch for one step.
2. I expected that volume level increase/decrease for one level.
3. Actually happens that volume level increases/decreases to the
maximum/minimun. And go on that if i continue rotate the switch. When it
