That's normal behavior, why do you think there's a mistake?
The thin client terminal runs on the server, c...@ltsp-server.
The fat client terminal with LTSP_FATCLIENT=true runs on the client,
c...@ltsp21.
And if you start the fat client with LTSP_FATCLIENT=false, you'll again see
c...@ltsp-serve
I think I may have made a mistake somewhere along the line to cause this. Am
going to delete both chroots and ltsp-build-client again and see if the
problem fixes.

No, that's not the case. If you open a terminal in a default
installation, you're on the server. So I guess that's w

Thin clients boot from a server chroot.
Then, when the user logs in, they connect to the server, and all the session is
on the server.
So they use the server root, because all the user processes run on the server.

The fat client implementation for now is specific to LTSP, so bugs for
it shouldn't be filed against the LTSP upstream package, but against
ltsp (ubuntu) instead.
