I am happy to try, although I'm not an expert in this area.
It would be certainly be easier if I had the problem hardware.
I did contact linux-scsi regarding this issue, but they seem reluctant

Does it display the same behaviour with other CD/DVDs?
I notice that your drive doesn't have DVD+R write capabilities.
I'm wondering if it would have any reason to detect blank DVD+Rs.

I do have the same problem on a dell inspiron 5150. Blank DVD causes
some activity in the drive, but no errors are being reported. In order
to analyse the problem I installed qpxtool. When the blank disc is
inserted, qpxtool does not detect the presence of the media. Media = TDK
DVD+R 1-16x 4.7 GB

with a "Blanking error", brasero reported success (quick format), but the disk
was still not formatted.
