We would not put labels on the icons. It would still say 'smoke' (or
whatever it says now) in the hover.

Fog would work, with a smoke label. Where I live it seems we get a lot
smoke from forest fires every other year or so, but I know there are
lots of areas that suffer from the same problem.

Thats nice, but we use icons from the icon themes. None of the icon
themes have a 'smoke' weather icon.
At this point the best we could do is use the 'fog' icon.
