Looks like it's a BIOS glitch, not a bug in GRUB.
Although Windows XP is no longer on this netbook - it only runs Lubuntu
now :) - after you had booted up Windows XP and booted up Ubuntu or
vice-versa, after the extra reboot which would happen, the BIOS summery
screen would say something like "Upd
** No longer affects: null

I also had this problem with my HP G60-445DX laptop, i then downgraded
to grub and immediately the resetting issue disappeared.

Update: GRUB seems to be problematic here if you boot up one operating
system and then boot up another next time. If you ONLY boot up Ubuntu
or Windows XP every time, neither one gets rebooted on a cold boot.

I've tried following the instructions provided by Omer Akram, but having
no luck, as per comment #5. Since GRUB now loads Windows XP or Ubuntu
Netbook Edition, both operating systems nearly always reboot straight
away on the first attempt, then boot up fine.
When I only had Windows XP installed,
I done that and it returns "apport: command not found".

means??
