im considering uninstalling and reinstalling (used the wubi windows installer
to put ubuntu on my computer) unless you talk me out of it since i have to
reset this everytime i reboot since its not staying permanently set...

Good question. There is certainly a way, I'm just not sure of what the right or
best way is. I think you could reduce the volume by using
alsamixer -D hw:Intel
Since this is not really a bug, I'm marking it as invalid.

now is there a way to keep that drumming sound when i start up ubuntu from
blasting through my built in speakers?
cause its very loud and id rather hear it through my headset

Could you try to start a terminal and enter this command:
alsamixer -D hw:Headset
...then turn the speaker volume as loud as you like. If that does not
help, also check the volumes on the "applications" tab in gnome-volume-
control.

yes i did that,
and i should update that i have sound actually after rebooting
but its only so loud
like i can barely hear it and i dont know why

Have you selected your headset in gnome-volume-control? Left-click the
speaker icon in the notification area and select "Settings" (or
something similar in English). Go to the "Output" tab and select your
headset there. Then increase the output volume (at the top of the same
dialog).

also i would like to add that when i first boot into ubuntu i do get the
initial "drumming" sound at the login screen
