Just for the record, the latest intel driver supports triple-bufferred
pageflips fullscreen updates are much faster.
I am no longer stuck at 30FPS.

I am not the reporter of the bug, but the problem is still present for
me.
If I uncheck compiz sync to vblank windows move slow.
The problem is that with sync to vblank enabled windows move smooth but
fullscreen updates are limited to 30FPS for me.
Without sync to vblank in compiz I get my 60FPS
