Also, kolab_bootstrap modify files from other packages which is
prohibited by the Debian policy (Ubuntu follows this policy too).

Honestly, I don't think it should. bootstrapping kolab is a one-time
action and should not be performed upon updates. We have thought about
this upstream for a while now and come to the conclusion that the
packages follow the upstream Kolab versions, which includes
kolab_bootstrap.sh.
