You are right, but it's a bit tricky when you have all the idea drawing
in a corner of the screen and you want to move it elsewhere to be more
convenience.

I will say this is not a bug. if dragging on the background the map does
not move if it fit in the current window. If the map is bigger than the
current window it moves. I think it is intuitive and works as intended.
