I'm seeing this as well. The cups init script contains:
...
# X-Start-Before:samba
# X-Stop-After: samba
...
It seems that 'X-Start-Before' and 'X-Stop-After' aren't compatible with
upstart. I fixed this by calling 'initctl emit cups-started' when
starting cups, and hooking on to that in
Cups need to be converted to upstart as well.
