RESOLVED
The problem is solved by exiting Ooo quick starter. After that the
computer shut-downs or reboots normally.

Have this bug too on two computers. Both Lucid 32 bit.
The problem is solved by exiting oo quickstarter. After that the computer
shutdowns or reboots normally.
