Since EDAC isn't loaded and it looks like your Xorg.0.log reports a
working AGP, maybe your problem is more along the lines of bug #63912?

I got a similar situation in edgy beta.
The original ati driver works with good dri.
While updated to 8.28.8 in restricted source, fglrx doesn't work.
I disabled Composite, and lsmod tells no EDAC.
No fglrx item in dmesg output. (weird)
Xorg.0.log says:

Just disabling edac for edgy. We'll hope that this is resolved for
edgy+1, or maybe fixed prior to edgy release.

Fantastic!
Following the information above I did a search for amd76x_edac and found
Debian bug #363682.
Blacklisting amd76x_edac solves my problem (two problems actually, since
the messages in my syslog which I reported as bug #55204 stems from EDAC
too).
EDAC was introdused in 2.6.16, but for m
i82875_edac - the correct driver name.
this driver is not available for k7. I think the problem is with top
level driver edac_mc which is available for k7.
Dapper has another kernel I guess. SLED 10 doesn't have edac_mc module
at all.
By the way I could setup compiz on Edgy. It looks like there
i82875_eac isn't loaded according to lsmod. Probably because this
computer runs on amd k7.
There might be some amd equivalent to i82875_eac that inteferes.
Just to reiterate: Dapper runs fglrx just fine. The problem is with
edgy.

Try to disable i82875p_eac module. Somehow this module prevents
intel_agp to load correctly.
Note: you can load eac module after intel_agp is loaded.

Ok, I've tracked this down to the following (by copying my dapper
xorg.conf to edgy):
- With composite disabled in xorg.conf I get the above mentioned error messages
in kern.log and Xorg.0.log
- Without composite disabled I don't get the AGP error, but I still have no DRI.
