Sorry for the long reply time. It seemed like a corrupt installation,
from the start I had problems with the installing. I managed to install
10.04 and works fine now.

I see now that on 9.04 (Jaunty) those binaries is package in a separate
package upstart-compat-sysv -- You should have those after installing
that package.

Bugs,
Those binaries should be provided by the upstart package, I don't know
why you are missing them. If upstart was missing you shouldn't be able
to boot your system.
