There's a matrox mga g400/450 in this box. So it really looks like a duplicate.

Are you using a Matrox video card? Please attach the output of lspci -v
if you're not sure. This bug is probably a duplicate of bug #572550.

gconftool-2 --recursive-unset /apps/panel ; pkill gnome-panel
as suggested by NoOp on the ubuntu-users list gives me a working panel
