This is not an issue with the document as you can do help:/knetworkconf
in Konqueror and it displays fine. It is either a rogue .desktop file or
some strange issue with KHelpCenter that we haven't found yet. I am
looking at it again working upstream but won't guarantee anything as of
yet. Thanks!

The dtd is incorrectly specified as 'dtd/kdex.dtd' which doesn't exist.
Other docs in kdeadmin have the same problem. kdex.dtd should probably
be added to this package, and a full path to the file should probably be
added to the .docbook files.
