Right but if you always want tomboy now you can still use the panel
applet instead of the notification area icon. Anyway, I'll forward this
bug upstream

It doesn't make any sense for something like tomboy not to be session
managed. It's a note-taking application: it's one of those things that
you expect to always be there (if you use it). Heck, even things like
gnome-terminal are session managed!!

I believe that is by design.
If you want to always have tomboy available, add it to the GNOME panel.
