Affects Ubuntu 16.04 (XEmacs-mule 21.4.22) as well.
Setting "XMODIFIERS" to an empty value lets the problem go away. Likely,
the problem is caused by the particular value of "XMODIFIERS"
("@im=ibus", here).

Same issue on xubuntu 14.04 & XEmacs 21.4.22. The workarounds from
kai-b seem to work. I wonder what the fix breaks though.

While trying to solve this problem I came across

away.
I'm using the workaround of unsetting XMODIFIERS now.
