Gave tsched=0 to both auto loading modules in default.pa. Result was
there were no rate limited events anymore but jittery playback for
events in question until parameter was reversed and system rebooted.

Did so and symptom remains. But it does not suppress for anything
anymore.
For every session login or logout event sound, pulseaudio suppresses about 20
events.
For every first start of a busy spd-say probably per session, pulseaudio gives
me up to 560 suppressed events while sound cracks notice
Please reproduce this symptom using linux-alsa-driver-modules-$(uname
-r) from ppa:ubuntu-audio-dev
